Dneprospetsstal has finished the first stage of risk assessment

Zaporozhye is the first Ukrainian city where the purposeful work on assessment of environmental risk for population health is carried out. Dneprospestsstal is the first large-scale metallurgical enterprise that closely works in this direction with authorities and specialists of the Environmental Risk Assessment Center.

At the turn of last year DSS signed an agreement for the range of works on estimation of the Company’s air emissions impact on human health. According to Anatoly Pannik, a head of environmental protection department, the Company’s management has taken this step voluntary.

DSS ratio to the total volume of air emissions is not much. The total volume of pollutant emissions to open air by stationary pollution sources at JSC Dneprospetsstal comprised 3092 tons in 2008. This is 2.4% of the total volume of emissions from industrial enterprises of Zaporozhye. At the same time we should know not only the volume and composition of emissions, but we should have scientifically grounded conclusions on actual influence of the enterprise’s activity on population health as well. We understand that this influence is adverse, but, at the same time, we need exact figures to conduct a dialogue with the community and ecological organizations.

All work has been divided into four stages. The first stage involves accumulation of initial information on pollution sources and identification of pollutants. The second stage foresees assessment of risk for health of people living in the Company’s emissions affected area. At the third stage specialists will determine the emissions sources creating unacceptable level of risk for population health. And at the forth stage the recommendations on the measures ensuring risk recession down to acceptable level will be given to the Company.

At the moment, the first stage of the research has been completed at Dneprospetsstal. The Company’s specialists and experts of the Environmental Risk Assessment Center have gathered data on emissions sources, estimated actual operating hours of equipment, emissions density and emissions qualitative composition depending on a product range. On the basis of the parameter analysis 483 emissions sources and 36 pollutants of priority for the public health hazard evaluation have been separated.

The assessment of environmental risk for population health is lately acknowledged abroad as a powerful scientific tool for development of effective environmental decisions. The ultimate objective of the study is lowering of hazardous substance release into the atmosphere and improvement of living conditions for population.
